In September 2008, the VESI established the Skills & Training Reference Committee to administer training related matters and demonstrate how the participating Companies are meeting their Regulatory obligations of ensuring persons operating or maintaining its network assets have qualifications, proficiency and experience to safely perform their function.

Skills and Training Guideline and Matrix

The purpose of the VESI Skills and Training Guideline and Matrix is to :
Provide an agreed standard common to all Network operators
Specify the minimum Qualification and Competency assessment / Refresher Training requirements for access to the VESI Electrical Networks
Provide an agreed set of learning outcomes and assessment criteria for VESI specified training and where applicable be consistent with Nationally endorsed Competency Standard Units

Overseas Workers Guideline

Established pathways exist in Victoria for people trained in Australia who are seeking to gain the minimum qualifications to be allowed to work in the VESI.   However, similar processes for overseas trained workers have been unclear and inconsistent.

 

This Guideline has been developed to provide guidance on the process for engaging overseas trained workers to undertake works on VESI networks.

Re-entry Guidelines for workers in the VESI

It is recognised that due to various reasons including skills shortages that there are workers who apply to work in the VESI after extended absences from supply work in any jurisdiction. 

These workers can be Australian trained or international workers and in recent years the number of workers applying to work in the VESI who meet these criteria has increased dramatically. 

Requirements that have been described for re-entry training have differed between network operators and other stakeholders such as unions and training organisations.

Therefore the document below is an outworking of the STRC to provide a standard framework for such instances and to encourage convergence of processes.

Telecommunication Workers

The Victorian Electricity Supply Industry (VESI) Network Operators have agreed on common training requirements for Telecommunication workers working on their assets. The requirements described in the document below apply to all workers performing telecommunications work who are installing and or maintaining telecommunications infrastructure on VESI Network Operator assets.
